I would very much appreciate your opinions regarding whether the stamps in the image can be considered as "sample", due to the perforations they contain. Or, what explanation would those perforations trend?

I would greatly appreciate your opinions regarding whether the stamp in the image can be considered "postally used", what I can read on the left cancellation is that it says "CORREO" at the top and I can see "AN, PUE" at the bottom. ", it could be Tehuacan Puebla

In addition, we can see that the lower section was not detached, which was not normal for postal use, Follansbee does not mention the value of 25c, but Scott does mention it.
