I am not really qualified to comment, but it seems to me to read "PUED (or L)O...",  and not "PUEBLA".   No?

Hi mark
It may well be a Puebla cancel  and it is similar in size and shape to PUE67/28 in Schimmer and Taylor
However the ornaments and wording in no way match this cancel.

Definitely a Puebla cancel and overprint. Numeral error.

This is very strange
The overprint is definitely "881" of Tuxpan.
There is a "PUEBLA" district name overprint.
I seem to recognise the cancel but it is not from either
Ppuebla or Tuxpan.
Who can tell me from whence it comes??.
 it is very "singular"
