I may have seen it in the book on De Thuin's fakes, I'll look.

Looks like some of DeThuin's work from the appearance of the cancels.

I strongly suspect this postal stationary cover to be a fake.
The color of the ink is more like those of fakes.
The handwriting is more 20th century than 19th century.
The nib is also 20th cent, it's to rounded or 'soft'.
The Franco ccl does not appear in VC or any where else I thought I had found it once about 20 years ago but it must have been my imagination.
The receiving on the reverse does not look good.
The stamps and Postal Stat are eaisly found as remainders.
