If it's the dealer your suspicious of, I have dealt with him several times with positive results.  Not at all a suspicious character.  If you like it go for it.

He, Barral, was a dealer in Mexico sending items all over the world. Uruguay is interesting but I wouldn't classify it as rare or scarce, but likely what I would call difficult. The Postal stationary isn't really very scarce either. Price is about right, since postage is said to be free. The card looks real in all respects.
