1856 -1861 Issues / Hidalgo 1856 Cordova and Veracruz names

Has anyone seen this combination of Veracruz and Cordova overprints on the 1856 issue?  The horizontal Cordova is also not usual. Cancel is unclear.

I have one on cover cancelled in Mexico, sent to Morelia.  I always understood these were a fake promotion.

There were two "HABILITADO" overprints on this issue, 1930 and 1931.  Did the wording of the authorization for the original issue include a specific date of withdrawl that would then call for the habilitado overprint?

The Mexican Year Books for 1908 and for 1909-1910, also books for business/investors, lists the foreign postal card rate at .03.  No decree is referenced, but the books were published by McCorquodale under the auspices of the Ministry of Finance.  The books show a wide range of postal charges for both internal and external mail.

Under the heading of guesses.  It looks like a double overprint, with the first pass through the press being badly off register.  Under most circumstances such a sheet would be removed, maybe destroyed.  With Hinojosa so involved in these, he may have had an employee checking for such items for his private sales.  Interesting that few (six?) double overprints are listed by NF for this overprint, and they are all pricey.
