If it IS a merchant's cachet, as Jesper suggests, does any Chiapas collector have a record of to which company this might belong?

Possibly a forwarder or merchant handstamp?
 
It's unlikely that the cancel is bogus, since an unused plate I stamp would be more valuable, especially from Chiapas.
Please let me know if you can't read this.

Can anyone help here.
This appears to be a used 2R olive (NF 200$) with frameline at base with the blue CHIAPAS name complete with periods.
The cancel looks very suspicious however and I cannot identify it.
 
Any thoughts. Scan at 600dpi. ???
